This technique is a great tournament sparring technique against someone coming at you with multiple kicks, i.e. machine gun kicks.
When your opponent comes at you with a kick, we shift to the side, Tai Sabaki and throw a Jab, Kizami zuki to the chest hence the name - Heart Stopper Karate Punch.
You throw the punch to the chest because many point sparring tournaments don't allow punches to the face and the strike to the chest stopped the kickers forward motion therefore stopping their kick.
